The Toll Regulatory Board has spoken

Last week, Motopinas.com learned that, starting July 22, 2019, all small bikes or “sub-400cc” motorcycles will be banned from using the stretch of Osmena Highway between Sales Interchange in Pasay up to the Magallanes Interchange in Makati and back. 

Today, Motopinas.com received an e-mail response from Skyway O&M Corporation. It reads: 

Thank you for your email. Please be informed that the traffic advisory regarding ban of motorcycle below 400cc effective July 22, 2019 from Sales to Magallanes and vice versa is mandated by the TRB (Toll Regulatory Board). This is to ensure the safety of the motoring public.”

The Toll Regulatory Board (TRB) is a government agency that regulates all toll roads in the Philippines.

The TRB was created by virtue of Presidential Decree (“P.D.”) No. 1112 or the Toll Operation Decree. It possesses regulatory authority over all toll facilities in the Philippines and is authorized under its charter to enter into contracts on behalf of the Republic of the Philippines, with qualified persons, natural or juridical, for the construction, operation and maintenance of toll facilities.

At present, it exercises jurisdiction over the following toll facilities:

North Luzon Expressway (NLEX); South Luzon Expressway (SLEX); Manila–Cavite Expressway (CAVITEx); Metro Manila Skyway (Skyway); NAIA Expressway (NAIAx); Southern Tagalog Arterial Road (STAR Tollway); Subic–Tipo Expressway; Subic–Clark–Tarlac Expressway (SCTEx); Tarlac–Pangasinan–La Union Expressway (TPLEx); and the Muntinlupa–Cavite Expressway (MCx).

Motorcycle groups, spearheaded by the Motorcycle Rights Organization have already sent letters to the local government units of Taguig, Makati and Pasay, including the MMDA and the Management of Skyway to seek audience regarding this issue. If this pushes through, according to MRO, the volume of the displaced motorcycles will converge on the smaller roads surrounding the toll road and could cause tremendous traffic congestion to the extent of affecting businesses within the area as well those that pass the area.
