LTO restores LTMS after technical problems during STRADCOM transition
The Land Transportation Office (LTO) has restored its Land Transportation Management System (LTMS) after technical problems affected the system during the agency’s transition away from the legacy STRADCOM platform.
LTO’s technical team confirmed on Tuesday that the LTMS was back online, allowing offices nationwide to resume processing transactions involving driver’s licenses, vehicle registration, Certificate of Stock Report (CSR), and other miscellaneous services.
The disruption came as the LTO moved to make the LTMS its primary and only information technology system across its network of offices. LTO Chief Markus Lacanilao ordered the transition last week following an order from the Office of the Ombudsman directing the agency to stop using the legacy STRADCOM system.
For motorcycle riders, the restored system means transactions such as license and motorcycle registration processing can proceed through the LTO's LTMS-based system. The portal also allows motorists to access their digital driver’s license, manage their profiles, view driver learning materials, and use other online services.
The shift also removes the PHP 169.06 computer fee that was previously collected for transactions processed through the STRADCOM system.
The LTMS portal remains accessible online, where motorists can log in and access the system’s available services. The LTO said it will continue monitoring the system following the transition to ensure services remain available to motorists.
