Ongoing lockdown forces LTO to extend validity of DLs, vehicle registration

The Land Transportation Office (LTO) has issued a memo extending the validity of vehicle registrations with plate or MV File Numbers ending in 3 or 4, as well as the validity of driver’s licenses and student permits that expire during the ECQ and MECQ periods.

For those with vehicles or motorcycles that are due for registration, with MV File No. or plate number that ends in 3 or 4, the LTO gives you an extension of up to June 30 and July 31 (2021) respectively.

However, please take note of the following second-to-the-last digit of your MV File or plate number as this should be the date you will need to transact with the LTO to avoid any late registration fees, as well as to ensure compliance with health and safety protocols.

If the second-to-the-last digit of your MV File No. or plate number is 1: you need to transact with the LTO between May 1 to 7, 2021. If the second-to-the-last digit of your MV File or plate number is 2: you need to transact with the LTO between June 1 to 7, 2021.

If the second-to-the-last digit of your MV File No. or plate number is 3: you need to transact with the LTO between July 1 to 7, 2021. If the second-to-the-last digit of your MV File or plate number is 4: you need to transact with the LTO between May 8 to 14, 2021.

If the second-to-the-last digit of your MV File No. or plate number is 5: you need to transact with the LTO between June 8 to 14, 2021. If the second-to-the-last digit of your MV File or plate number is 6: you need to transact with the LTO between July 8 to 14, 2021.

If the second-to-the-last digit of your MV File No. or plate number is 7 or 8: you need to transact with the LTO between May 15 to 21, 2021; June 15 to 21; July 15 to 21, 2021.

Finally, if the second-to-the-last digit of your MV File No. or plate number is 9 or 0: you need to transact with the LTO between May 22 to 31; June 22 to 30; July 22 to 31, 2021.

Driver’s Licenses, student permits

For those who possess driver’s licenses (DL) or student permits (SP) that expired during ECQ as well as MECQ, the LTO is also giving an extension of up to July 31, 2021. That means those with DLs that expired at the end of March (beginning of ECQ season 2) up to April 30 will have until July 31, 2021, to renew their DL with the LTO.

Those with SPs, on the other hand, will have until July 31, 2021, to upgrade their permits to DLs with the LTO.

Only for places declared under ECQ, MECQ

Take note, however, that these memos only affect vehicle registrations that are filed within LTO branches in areas declared under ECQ and MECQ.

These areas are Bulacan, Cavite, Laguna, Rizal, Quirino Province, the City of Santiago in Isabela, Municipality of Pateros, Abra in the Cordillera Administrative Region, and National Capital Region (NCR).

For DLs and SPs, the memo is only limited to NCR, Bulacan, Cavite, Laguna, and Rizal. For further questions, contact the nearest LTO in your area through their official social media page(s).
