LTO issues new guidelines on Temporary, Improvised plates

The issue on license plates has been haunting the Land Transportation Office (LTO) for many years now. Before stepping down as chief of LTO, Atty. Jayart Tugade has issued Memorandum Circular JMT-2023-2400 setting the new guidelines for the use of improvised/temporary motor vehicle plates.

What’s new

Under the new memo, which was received by the UP Law Center on May 30, 2023, motorcycle temporary plates – which will be used pending the issuance of an actual license plate from the LTO – are now bigger and will follow the assigned plate number.

In the absence of an assigned plate number, the MV File number shall be used instead. The corresponding document authorizing the use of these temporary license plates is no longer required by the LTO.

For motorcycles that are already registered but still have no assigned plate number, the MV File shall be used and should indicate “Temporary Plate”.

For lost/stolen/damaged license plates, the old process will be followed, along with the requirement of a proper LTO authorization to use such improvised plates while waiting for the replacement plate.
