The Land Transportation Office (LTO) has released a new memo regarding top boxes and saddle bags mounted on motorcycles and scooters. The memo requires custom top boxes and saddle bags to be inspected and registered with the LTO to ensure they meet Department of Trade and Industry requirements.
For custom top boxes, such as fast-food delivery boxes, these must conform to the LTO's specifications and are subject to registration and inspection. In order to be approved by the LTO, the top box must be securely attached to the motorcycle and its dimensions must not exceed two feet in length, two feet wide and two feet tall. In addition, it must not impede or obstruct the view of the rider of the road from the side mirrors. A Php l00 registration fee shall be collected.
Meanwhile, an aftermarket top box that is specifically designed for motorcycles and scooters and approved by DTI may not be subject for inspection, registration or apprehension provided that it is securely attached to the motorcycle and has a maximum capacity of two full-faced helmets.
As for saddle bags, these too are subject for registration and inspection. For compliance, the bags must be securely attached to the motorcycle and must not be higher than the seat of the motorcycle or scooter. The bags should not exceed fourteen (14} inches from the sides and length must not exceed the tail end of the motorcycle or scooter. Like the custom top boxes, a Php l00 registration fee shall be collected.
DTI approved saddle bags are not subject to registration or inspection as long as it complies with LTO's ruling. The approved bags must be securely attached to the motorcycle and must not be higher than the seat of the motorcycle or scooter.
Non-compliance with the new ruling sees violators paying a fine of Php 5,000 as a penalty for breaking the DOTC joint Administrative Order (JAO) 2014-01 Section 11-D, Motor Vehicle Operating Without or With Defective/Improper/ Unauthorized Accessories, Devices, Equipment and Parts.
The memo does not mention any particulars or requirements for tank bags, those mounted on the fuel tank of backbone motorcycles.
