House deputy speaker and Cagayan de Oro representative, Rufus Rodriguez, has filed a resolution directing the Department of Transportation (DOTr) and the Land Transportation Office (LTO) to immediately remove the requirement for drivers to undergo and complete the Comprehensive Driver’s Education (CDE).

According to Rodriguez, who filed House Resolution No. 2325, there is no provision in RA 10930 that specifically states that such certification should be required when renewing a driver’s license.

Rodriguez also pointed out that while the CDE can be acquired for free on LTO and through the LTMS portal, it is NOT FREE outside of the LTO with prices ranging from PHP 1,000 to as much as PHP 3,000.

“The LTO needs to properly explain their basis for imposing said requirement, and they need to prove that the correct legal processes were complied with in all steps of the preparation process,” said Rodriguez in the resolution.
