Starting today, January 7, 2019, all NCR and Metro Davao LTO offices will only accept medical certificates required for new license applications and renewals, can only be submitted online. This is part of the agency’s implementation of Memorandum Circular No. 2018 – 2157, which mandates all LTO licensing offices to only accept medical certificates sent electronically through the LTO's new IT system. The new IT system aims to streamline processing of various LTO applications and transactions.
The same will be implemented in other regional LTO offices on the following dates:
Region 5, Region 4A, Region 4B, Region 7 – January 14, 2019
Region 6, Region 9, Region 12 – January 21, 2019
Region 1, Region 2, Region 3 – January 28, 2019
Region 10, Region, CAR, CARAGA – February 4, 2019
“In addition, the Regional Directors and Assistant Regional Directors are directed to advise the physicians issuing or intending to issue medical examination certificates for driver's license applications and other related transactions, at least 1 week prior to the implementation date to go to their applicable regional office and commence registration, specific time, and venues to be determined by their respective regions."
For Physicians [and clinics] who wish to register and become part of the LTO's new IT system after the abovementioned dates, they can do so by checking the requirements needed at their respective LTO Regional Offices through the Regional Operators Divisions Head.
Currently, there are a total of 43 accredited clinics and doctors in NCR that can issue online medical certificates for driver's license and student's permit application / renewals.
Will this mean faster, efficient and most importantly red tape-free transaction with the LTO when getting a Driver's License? We'll soon find out.
