Covers registrations from August 1, 2009 to January 15, 2010

The Radio Frequency Identification (RFID) sticker fees collected between August 1, 2009 to January 15, 2010 with your registration will be refunded. This was announced in a public advisory was issued by the Land Transportation Office (LTO).

This refund was ordered by Supreme Court Decision in G.R No. 190431, dated 31 January 2017. The decision declared a failure of bidding, which rendered the contract null and void. As such, the government agency was also ordered to refund 85,657 motor vehicle registrants nationwide, who paid for the said RFID fees in compliance with requirements set by the agency.

Motorists with valid claims will receive the full Php 350 amount, plus Php 9 in interest. This refund will be returned starting August 15, 2019.

To get the refund, claimants must fill up a refund form and submit it with a photocopy of a government-issued ID at the LTO district office where it was collected.

"This Public Advisory is issued to provide procedures on the refund of the Radio Frequency Identification (RFID) fees collected for the period August 1, 2009 to January 15, 2010 from the motor vehicle (MV) registrants to comply with the Supreme Court's Decision in G.R No. 190431, dated 31 January 2017.

These procedures shall cover all MV registrants nationwide who paid the RFID fees in compliance with DOTC Circular No. 2009-06, LTO Memorandum Circular Nos. ACL-2009-1199 and ACL-2009-1220. The refund of the RFID fees shall be claimed at the LTO district office where it was collected.

The master list of all 85,657 RFID fees payors shall be distributed to the corresponding LTO Regional Offices and District Offices and shall be posted in a conspicuous place for the reference of the RFID fee claimants.

The RFID fee refund claimant shall duly accomplish the request refund form (Annex A), and attach one (1) valid government-issued ID (photocopy), in the case of natural persons, or an original and duly notarized Secretary's Certificate, in the case of a corporation or juridical person, for identification purposes.

A lawful claimant of the RFID fee shall be refunded the amount of Php 350.00, plus an additional amount of Php 9.00 as interest earned at the average rate of 0.3262% per annum. The RFID claimant shall be required to duly sign an acknowledgment receipt of the foregoing refund.

The RFID fee shall be available for a refund starting August 15, 2019."
