The Land Transportation Office (LTO) has just set up their Central Command Center (C3), which is a state-of-the-art contact center where motorists can report lost or carnapped motor vehicles, stolen motor vehicle license plates, and sale or disposing of previously-registered motor vehicles.

The C3 is now in its pilot testing phase but should soon be available 24/7.

The C3’s implementation was in accordance with Section 15 of the RA 11235, otherwise known as the Motorcycle Crime Prevention Act. Section 15 of RA 11235 which calls for the establishment of a joint LTO and PNP Operations and Control Center which “shall be operational and accessible real-time, twenty-four (24) hours a day and seven (7) days a week, to facilitate the implementation of this Act.”

Hotline or Mobile App

Once fully operational, the LTO’s C3 should be able to process reports of lost or carnapped vehicles, as well as stolen motor vehicle number plates. The public can also contact LTO’s C3 to report the sale of a motorcycle (in accordance with RA 11235) or even the disposing of a previously registered motor vehicle.

LTO pilot testing

The public can reach C3 by dialing 1-342-586, or through the CitiSend mobile app. As of this writing, we tried contacting 1-342-586 through our mobile phone but the number is not yet working.

Additionally, the C3 should be able to accept reports of road incidents as well. The reports shall be received by trained dispatch officers who shall alert the nearest responders to initiate an immediate response.
