List of LTO branches that cannot print driver’s licenses

Are you a first-time driver or are you someone who is renewing his or her driver’s license (DL) with the Land Transportation Office (LTO)? Chances are, you’re one of the (previously) 300,000 drivers that were issued paper receipts as temporary DL because the agency is unable to print the physical card due to faulty laser engravers.

But, if you’re one of those who are about to transact with the LTO that involves printing a new DL, the LTO advises you to avoid these district and extension offices since these offices have a faulty laser engraver.


For National Capital Region (NCR), both Manila East and West district offices have non-working driver’s license laser engravers and cannot print a physical card.

Regions 1, 2 and 3

For R1, avoid the San Carlos district office, as well as the Bayambang district office. For R2, the extension office in Gattaran has a faulty driver’s license laser engraver while the Driver’s License Renewal Office (DLRO) in SM City Tungko, San Jose Del Monte, Bulacan (R3), also has a non-working driver’s license laser engraver.

Region 4A and 4B

In Rizal, Morong, and Antipolo district offices cannot print new DLs, while Sablayan and Mamburao extension offices have faulty laser engravers.

Avoid these LTO district and extension offices if you’re renewing/getting your DL image

Region 6 and 7

For R6 and R7, these district offices, as well as extension offices, have faulty driver’s license laser engravers: Pilar, Western Aklan, Cadiz, Passi, Sigma, Pontevedra, Sipalay, Guimbal, La Libertad, Tagbilaran, DLRO ICM Tagbilaran, Siquijor, Dalaguete, and Bantayan Island.

Region 9, 10, 11, CAR, CARAGA

For R9, R10, R11, CAR, and CARAGA, these district offices, as well as extension offices have faulty driver’s license laser engravers: Dapitan, Zamboanga Licensing Center, DLRO KCC Mall, Oroquieta, Malita, Samal, DLRO Porta Vaga Mall Baguio City, Butuan, Butuan LTMS, and Tandag.

Take note, however, that this information came from the Land Transportation Office through an advisory dated December 5, 2022.
